Maryland Judiciary The judiciary branch of state government includes four levels of courts. The highest court is called the Court of Appeals. The intermediate appeals court is called the Court of Special Appeals. The Circuit Court in each county and in Baltimore City is the trial court of general jurisdiction. Small cases are heard in District Court.
